Unlock all characters, clear all Event matches, beat Target Test with all characters, beat all three one player modes (Classic, Adventure and All-Star) with all characters and you will have a 1/251 chance of Celebi beaing released from a Pok�Ball item.

Well I can't say what requirements for finding celebi are.
Just play VS mode and set pure Pokeballs and eventually you will
Find it.

It's all pretty much a random thing, but I think you have to have unlocked all star mode and Mew has to have appeared already!

Well, I'm sorry to tell you, but there is no specific way to make Celebi appear in a poke ball.
If you really want him to show up this is what you have to have, play melee, set the items to very high and Poke balls only, and a whole lot of luck...

Go to Training mode and just make Poke'Balls appear in the menu. For a better chance, go to Venom and get one Poke'Ball and throw it at a spinning plane, it will double the odds of Celebi and Mew.

Once you have all 25 Characters and 29 Arenas, you'll have a 1/251 chance of Celebi appearing from a thrown Pokeball.

I don't think there actually are any he just kinda appears when he feels like it and he IS a legendary pokemon. (I would know, being one myself) Celebi IS pretty dang awesome though.
