This is stupid I know..
Can Mr. Game&Watch turn into the statue of liberty??? Asking because someone said he can and I was just wondering, if he can how?? I know it's kind of dumb but just wondering

Choose the closest colour Mr. Game and Watch has to grey as his costume. Then enter battle, make him eat a Super Mushroom (the red mushroom from Mario games) and finally, while he is still at large, press up on the directional pad for him to do his taunt. He will look like the Statue of Liberty (moving, of course).
Turning into it properly...let's just say it can't be done and whoever told you is obviously pulling your leg, as it's a completely ridiculous "cheat".

No, but he does have a torch attack. It's one of his smash attacks.
