On act 2 on the level Carnival night there's this stupid spiny bouncy thingy that is in this room where you get locked in and theres a room below and its impossible to get past?

Jump onto it, when the thing goes up, hold up, when it goes down, hold down. When you get far enough down, jump off.

Oh yeah, I have had problems with this level too, I can't tellyou how confusing it was. I actually have the original sonic 3 game on cartridge, and the genesis and all that. My mom and dad used to play it alot and I never learned how they got passed it. I used to think you had to jump up and down on it to force it to move just right. Turns out it's a lot easier than what I thought. Those are commonly refered to as barrels by the way, and to the answer to your question, the character doesn't move for a reason, so when you press up and down on the controller, the characters won't end up moving by accident to the edge of the barrel and kill themselves! All you have to do is move the control pad UP and Down, in that order. The barrel will move like you and move up and down as well. Eventually it will move up and down so high that eventually the gravity will force it down far enough for you to jump off at the bottom room.
