Dear Troubled Person,
Unfortunatley you can only get the lunar chao from dreamcast. I'm not sure about action replay however.

Okay, go on chao.hippotank.com and click on the picture that says, "Sonic Adventure 2 Battle." Scroll down until you see a link named "Other Chao", which is under the Dreamcast section. Click on it. Scroll down a little bit and you should see it. It looks awesome but I don't want to spoil the details so follow those directions.
