Yes there is. You have to use the gameboy advance game to get it though.

There is such a thing as a Jewl Chao... But you can't buy it in the Black Market. It I'm not mistaken it it a cheat, but I can't help you anymore with that... My Information source by the way, is www.chao.hippotank.com, and there is a spot that explains this much better than I did - it is a link labeled "Black MARKET."
