You can't. Each level is for that character only, unless you are playing on challenge mode, but then it's not part of the plot.

You can only play in each level as the character who was in it in Story Mode. So the only way you'll ever play as anyone but Sonic in City Escape would be in two-player mode.

It is not possible except with two options.
1.)Play Two-Player Mode at City Escape with Shadow as either player.
2.)Use an Action Replay for the Nintendo Gamecube, and get the code for it.
