You can't get Dratini in the game, but there's a Dragonite, but you have to snagg it from Miror B. At Gateon Port. You can get Dratini by trading from GBA Pokemon games.

Okay, first of all Jeffhardy11, Blademaster55 is mistaken, Dratini is not available in this game, his fully evolved form, Dragonite, however, is, so you were correct.
Second of all, Blademaster55 'danced around' the question and did not provide you with an answer, which I'm sure you are already aware of. (Sorry, just had to get that out of the way)
Thirdly, the answer to your question is quite simple, once you achieve the feat of capturing all 82 shadow Pokemon, wait for the Miror Radar to next go off, when it does, it will inform you that Miror B. Is on top of the Lighthouse in Gateon port, (actually it just tells you that he is in Gateon port, and does not specify) so travel up to the top of the Lighthouse and prepare for your final confrontation with Miror B.
(Because afterward he finally finds the radar in his hair and crushes it)
He has five Pokemon and four of them consist of all of his accumulated Ludicolos, the fifth of course being the Shadow Dragonite, it is at lv. 55 and knows the moves:

Shadow Rush
Shadow Shed
Shadow Storm
And Shadow Down

It will not not want to go with you so be warned.

Dratini is not available in the game. You need to trade him over from one of your GBA games
