you cant. if Team Snagem has taken the Snag Machine, you have to go to their base. go to Cipher Key Lair, fight Zook, and you will get an E-mail from Secc. go to Secc and he will tell you to go to Outskirt Stand. go there and talk to the scientist Hordel inside. beware when you first arrive you will run into Mirror B who has a Shadow Nosepass, you can get it later, and when you go back outside, you will get into another battle and ther is no healing machine iside so you might want to heal before you go inside. Hordel will tell you where the Snagem Hideout is
