Who gives you them. I beat mt. Battle 2 times in a row and don't have them yet. Help me.

First did you switch any of your Pokemon at the PC in you ascent of MT Battle if you did you will not get any starters.
If you don’t Baltus trainer #100 will let you have one of the starters
