You don't need blue pikmin you need yellow pikmin

You need to get the Yellow Pikmin from Perplexing Pool first, they are the only colour that can bring down an electric fence...

Get the yels from Perplexing Pool by defeating a fiery bulblax and knocking down a Poison gate.

You need to get yellows before you get blues. To get the yellows, you need to defeat a fiery bulblax in the perplexing pool and beat down a poison coated fence.(find the stone ledges and weigh one down with some pikmin and bring more red pikmin than any other color.)
