How do you get past the "electric fences" in Awakening Woods (or something..

Well in the place you are in there should be half a globe. When you get that it should make it so you can go to a new place. From there you should be able to get the yellow Pikmin which can open the gate to the blue Pikmin.

Well first of all you do not need the blue to get the yellow you need the yellow to get the blue. The yellow Pikmen can destroy electric fences.

Once you find Yellow Pikmin in the Perplexing Pool, go to the area where the gate is. Throw the Yellows at the corner away from the enemies. Once you do, cross the water and go up, whistle to the yellows, use them to kill the bug enemy, and destroy the gate. Blue Pikmin unlocked.

First you need to get the rainbow pikmin. Go to the meadow of bolstered hope. Tap y 42 times in front of the first cycling pod flower you see. There will be a brief cutscene. Once back at your red onion press z then b then x then a. This should unlock yellow pikmin. Down, towards, then a diagonal down-and-towards, and a should make Olimar perform a shuriken. Sagat is weak against shurikens but mostly heat man is weak against bubble man. When you hit him he'll go to an invincible mode where he charges toward you in a jet of flame. Dodge this by jumping over him. Use your cape by pressing y and continue to cruise by pressing back or away in rhythm. Once the finish line is in sight dive deep by pressing forward and you'll avoid it, making it possible to reach the alternate finish line. Keep on pressing back. Press back twice, then forward twice, then uppercut. Finish him! MORTAL KOMBAT!!!!
