You do go to petalburgand it is outside the mayor's (pink) house but they are in the bushes in front of the house. There are three bushes, click each one till you find one and then exit to the left and then re-enter and you can get another.

You go to petalsburg and go outside the mayor house on the fence right side of his house thier is a gap and then hold R then go 2 the gap.

Ok one way to get on turtle leaf is to go to the trouble center in rougeport and solve the mayor of petalburg's trouble and a way to get a lot is to go behind the fence in front of his house and shake the bushes till you get one and then leave the town and come back and shake the bushes again to get another and so on.
