1) Fill it with the maximum amount of cars.
2) Just play the game casually. The time they attack is random.

Filling up your garage is just putting enough cars in it to fill it up. Also to get other people to attack your territories, just race, usually at the end of a race they'll challenge you.

1.You need to own 6 cars and they don't have to be different cars either.
2. The AI does seem to attack randomly but it attacks more often when you HAVEN"T FINISHED CAREER MODE.
