You get Sharingan Sasuke from completing Story Mode, then he should be avaible at the shop after completing one of the secret missions after Mission 20. He should be avaible after also buying every secret character before him, which are in no order:
Akamaru, Crow, Iruka, Orochimaru, Zabuza, Haku, Kakashi with Sharingan, Mizuki, Nine-Tailed Naruto, and Might Guy.
