Work on getting the 3 Dark Torvus Keys...
You'll need to get the Seeker Launcher from the Temple Grounds and the Grapple Beam within the Dark Torvus Bog...

I guess the first thing you'll need, which I thought you had, is the Gravity Boost...
In the Hydrodynamo Station, get in the water and go to the bottom of the room near the central pillar. Walk around it until you see a Purple Door with a Missile Expansion in front of it; jump down to the ledge below it and Scan the Panel. Now jump back to the central pillar and get up to the Purple Door and Missile Expansion; head through that door to get to a room with a White Door on one side and a Black Door on the other. You need to follow each of these doors around to Panels like the one you just Scanned to get the Missile Expansion. This will raise the floor at the bottom of the room in the Hydrodynamo Station - go through that door to get to the Hyrdodynamo Shaft. Scan the Alpha Blogg (who you'll fight soon), make your way to the bottom of this room, through the door to the Main Hydrochamber and through the next door to the the Hydrochamber Storage...
