1.You have to find the Gravity Suit.
2.The Plasma Beam is in Magmoor Caverns and you can't get it until you have the Wave Beam super missile.

1) You need to get the Gravity Suit to jump that high under water. Leave this room and use your Map (Z) to get to Transport to Magmoor Caverns South in Phendrana Drifts - there's a Spider Ball Track there that you can roll up to a White Door - go through it and continue on from there.
1.5) Once you have the Gravity Suit, you can go back to the Tower of Light and get both the Artifact under the water and the Wavebuster (Wave Beam Combo) if you didn't already get that.
2) The Ice Beam is in the Reflecting Pool of Chozo Ruins - from the Furnace, Crossway and Hall of Elders (but after reading your other Question, I assume you already have this). You won't get the X-Ray Visor until you get the Power Bomb in Phazon Mines, the X-Ray Visor is in the Life Grove from the Great Tree Hall of Tallon Overworld. You won't get the Plasma Beam until you get the Grapple in Phazon Mines, the Plasma Beam is in the Geothermal Core of Magmoor Caverns.
2.5) Hope that helps you along there the_cexy23, if you have anymore problems let me know; just get the Gravity Suit and then get to Phazon Mines for the Power Bomb and Grapple. If you can do that - you'll be all set for the X-Ray Visor, Plasma Beam, Ice Spreader, Flamethrower, Missile Expansions, Energy Tanks, Omega Pirate, Meta Ridley and Metroid Prime itself (I've said too much - sounds like a lot eh, but I know you can do it)!
