When you are running the bases if you tab B really fast does it make you run faster.

It sure does, and sometimes if you do it fast enough, can get you an extra base! Also, some characters can do a "body check" which involves tapping B repeadedly faster as you get towards the base, which, if done correctly, can knock the opposing player off the base and make them lose the ball.
