Ok I know i'm answering my own question but hopefully this will help other people. 1.I don't know but she did come back.
2.He hasn't come back yet for me
3.just send tons of flowers, herbs, and special gems
4.Gwen will come back if you send enough (tons of) herbs and animal items
And no they won't just "come back" there is a trigger for every person in this game.
You can get ray back by shipping 20 fish. They don't have to be shipped on the same day either.
