There are wells you can buy at Woody's Workshop that you can dip your watering can into. There are also docks along the river that, when you stand on the end of them, you can dip your watering can into the river.

I don't think u can acctually get water from the dock. at least u can't on my game puddinggirl101 answered:
OR, there is a watering hole thing when you first get your house, and you can build more, too, that you can dip your watering can into. Get the well if you want to build more, because it may cost more, but it puts more water into your can than the watering hole does. To build one, just go to the workshop and ask for new construction. Watering hole is 600G, well is 700G.
