Ok. Rock has four hearts and I give him the stuff he likes every day, but when I give him the blue feather, he just says "that makes me want to fly like a bird." I'M GETTING REALLY ANGREY AND I'M NOT PRETTY WHEN I'M ANGREY!!!!!! Oh and I've seen the turtle with him but thats the only thing I've done with him. On my game it's summer 7 or 8. Thanks for your help!

All I can say is that you just need to keep talking to him everyday, give him things he likes, and keep offering him the feather until he accepts it. If he has 4 hearts for you, then it should be no time before he accepts your proposal :]

You've only done the first cut scene? That's probably it.
I'd reccomend getting at least the third cut scene done before proposing. You should be able to activate it; leave your home at around 4:00 PM and Rock will be there sleeping with your dog barking at him. He'll then launch into a long story about how he beat "Crusher" three times straight in a race. Just keep listening to his story and you'll be fine.
The third is in the fall; leave your farm at 11:00 - 11:45 AM, and Rock will be near two benches - sleeping, as usual. He'll talk about how work sucks, and then leave. The fourth can be activated in either fall or winter. Go to the inn at around midnight, and both of Rock's parents will confront you, asking that you marry him.
I proposed after the fourth cut scene, in Winter 4, I think. And he accepted, so it works.

Ok people say all you need a to do to marry someone is have four hearts but thats NOT true! You have to have four hearts and have all the cutscenes with that person. Once you have all the cutscenes then propose and if you want to marry Rock he will say AHA! That means yes.
Note: If you want to find out the cutscenes with Rock just look on any other site!
You may have given him a gift and then tried giving him the feather. If that's not the problem, wait a while longer and view more cutscenes.
