With Lethe or Mordecai go to the top-right hand corner of the map, past the palm trees. Now go three quares left and one square down. Stefan should then appear. After a short conversation he should join your party. If you use one of your beorc units to do this, Stefan will appear but will not join you, he will just give you his S level sword - the Vague Katti. He joins your team as a level 8 Swordmaster, with an S rank in Swords and with the Vague Katti sword.
