Is there anyway to get shinnon back on chapter 18?

Yes there is. Talk to him with Rolf, then defeat him with Ike. He will appear to die but will actually retreat. At the end of the chapter there will be a conversation between Ike and Shinon and after much persuasion Shinon will rejoin your party. He will be at whatever level he was at when he left your team.
