Master seals and occult

Date of Question: Dec 2 2007 | Question ID: 102029 Are there only three master seals in the game? And only two occult seals? How do you promote all your characters if you only get three?

Yes, there are only three. (the level right before you get on the boat, (the boss is holding it), one in a chest on the level where you rescue Nephenee, Brom, and Kieran, and one somewhere I can't remember...sorry) and it's impossible to promote ALL of your units, there are just too many. Then there are 3 occult scrolls: One in a chest on level 13, one from Stefan directly after the Feral Frontier level (if you recruit him and say yes to his offer), and one that Tauroneo on the Without a King level (talk to him with Ike to recruit him). There is also another master seal/occult scroll (cant remember which) on level 27, the boss is holding it. Hope this helps!

I thought there were only two Master Seals. Either way, just sell them, they're rubbish.
I think there's five Occult scrolls:
1. Treasure chest onboard the Daein ship in Chapter 13.
2. Read the Info conversation with Stefan before Chapter 16 (Stefan must be recruited) and accept his proposal to let Ike learn from him.
3. Recruit Tauroneo in Chapter 21, as he has one.
4. Kill Hafedd in Chapter 27 (which you have no choice but to, anyway).
5. I'm sure there's another in a chest somewhere, but I can't remember what Chapter.
Ike should use an Occult scroll upon promotion. Oscar, Kieran, Soren and Nephenee are great choices for the other four. Characters like Boyd, Jill, Marcia and Rolf don't really need them though.

There are three heaven seals and four occult scrolls. You CAN promote all of the units you want to. Just grow them to what appears to be level "21" but instead, they will promote class! Pretty handy compared to other fire emblem games where you got 500 heaven seals... But you could buy them then. I will tell you where they are: For heaven seals, there's one after you kill the boss on the level you get Volke (he drops it)it might be in one of the chests nearby, I think the next is in the level where you get Jill, kill the Paladin boss and he should drop it, then the last one is at the level you face Ena, in a chest at the south by the boss entrance near Tauenero. As for the occult scrolls, Tauenero has one, kill Hafedd, one on the Daien ship in level 13, and another occult scroll, hidden deep where I can't remember.
