If you don't have enough weeds in your town, he won't appear (I think you need about 50).

He's usually in the "field" which is just any area of grass and a bush or two, also he is commonly found by the lighthouse. You don't have to have a lot of weeds, but I never pick mine, so I always have a FEW. The trick is though, it has to be from 12-4am usually a FRIDAY, and you have to be facing the right way for him to speak to you. For example, one I was down by the lighthouse and I walked by it down towards the ocean, nothing. I turn around and walk in the SAME spot, he talks to me. Then you kinda have to walk around that same area after he talks to you, because he's INVISIBLE, and stays invisible for a while. Good luck!

Well, if you would like a certain time, he is ALWAYS out on Halloween night. If you are not a fan of time traveling, then just keep trying. He'll show up eventually.
