Can you move to another town on another memory card? If so how? Because whenever I talk to Rover on the train he's like are you moving again? And I say yes but hes like no youre not nobody could move that much. How do I do it??

No you can't move to another town. You can only visit. And yes you can get animals to move. Send them hate mail. Ignore them .Or every time you leave town somebody moves but thats a little of a risk of losing a animal you like.
