His name is Wisp and he just shows up randomly, however, I think the more weeds the more likely he is to show up. He's around between midnight and 4am. It's not really a game against him, he just needs you to help him find all the spirits that escaped from him. If you catch all the spirits for him he gives you the choice between 3 prizes - painting your roof, furniture, or pulling weeds.

The ghost's name is Wisp. He just randomly appears out of nowhere between the times of midnight to 4 AM. All you have to do is catch all spirits with a butterfly net. Once done,you can get a different painting for your roof,some furniture,or just pulling all the weeds in your city. Hope this helps.
