You have to go to the Town Office and talk to Pelly or Phyllis depending on which one is working and go to the right counter and click on well I don't exactly remember what it was I think it's pay off mortgage or pay debt so click on one of those.

Go to the town hall and talk to Pelly or Phillis in the left booth, one of the options will be it.
