How do I recycle rubbish?

You can recycle rubbish by going into the jail and talking to the guy standing by the blue bin (make sure you keep 100 piles of trash for artie goal, 15 three-eyed bog frogs for nerdie goal, and 10 nuclear rods for mission at the end of the game)
