You have to go to I think grandma hattie and then you get a list of goals. Find a inventor witch is Ewan Watmahee so talk to him. He says bring him lunch for three days and he will help. Just get three pizzas and give him one a day. Find a contractor witch is Sue Pirnova and she says she will need 10 fuel rods. You can get those esy just go to the cemetary and keep taking them till you have enough. Give them to Sue. I think thats your last goal and if it is go to the shop and your time machine will be there. Put it in your pocket and go to kings tower and go to the roof and you see the ship is gone. Go to the platform and place it there. Then you have to figure out what time hes in. Talk to geusippi mezzalto and he will tell you. Go to the machine and select the time. You see a man there go talk to him and he is the living dude of ephram earl. You tell him to knock down daay bigbucks sign and he says ok. Go back to your time and then you see Daddy B. Hes mad now. Oh and were you see daay I meant Daddy. I am a speller hate typos. Since I am putting this in I should tell you after the scene and credits you will be back in the game. Now you can go around trying to get rep goals if you have not already. If you complete them then the only thing to do is master your points at rep groups. Do this and you can gain acess to the club houses located by the coffe shop at glasstown.

You don't get the time machine goal until you've finished the other 5 for this mission. When you do, it's triggered by talking to Harlan King.
The inventor is Sue Pirnova.
Ewan is the contractor, not the inventor. He'll work for you if you pay him $10,000 for materials. The "feed him 3 pizzas" goal was under "Race for Glory" in mission 2.
