The coat is on one of the racks in the Thrift Shop. Move along the racks until you get the yellow arrow (it may be hard to see). You may have to talk to Phoebe first to trigger the coat to appear in the rack.

It is at the thrift shop at the back by the big TV. You will see a yellow arrow and I think you have to talk to phoebe fist. Hope this helps you.
