Tou have to start the library quest, and have delivered the first book back. Get into the water mill and use the pot to shrink.Enter the purple roofed house and get into the chimeney. If it is on fire to put it out with a bottle of water and try again. Once you do this you'll be on the roof. Go past here and enter the yellow roofed house. Get out through the other end and turn right follow the stream down until you can see a woodwen plank. Cross it and get into the yard where the cats are. Cross it carefully because they will hurt you. Then go down the small vine to find the entrance to a very short dungeon where you can find the tool.
