Once you get there, then you need to get Mt. Crenel water with a bottle. To get a bottle, go down the ladder in Trilby Highlands and bomb the right wall. Use your shield to bounce the Business Scrub's nut back at him and then buy the bottle from him for 60 Rupees. Once you get water in the bottle, pour it onto the un-grown plant and Voila! It grows and you can climb it.
