How do I get to the green seeds to put the green water on them.

Yes you need to be small. Go to a part where those spiky things are and equip youre Gust Jar and suck the spiky things in. Shrink yourself on the portle and go to this thin road. Go onto the road and at the end is the seed.Pick it up and get out of the road and throw the seed into the hole. Grow yourself, then put the mineral water on the seed.
