A little note for you: This is the question for Pokemon Mystery Dungeon, not normal game like Fire Red/Ruby etc.

In this game, you have to beat Rayquaza first, then a meteor will create a cave in Wishcash's Pond, called Luminous Cave. You have to go alone by selecting Team>[other friend's name]>Stand By and go in there. You can choose to attach an item or not depending on the Pokemon. Then your Pokemon will evolve.
