Question for Pokemon Mystery Dungeon: Red Rescue Team

I have a problem with recruiting groudon and rayquaza. I hold the friend bow but when I beat them with my starter they don't ask to be recruited. Is it because I've already recruited kyogre? If not please tell me what I need to do.

1) You have to beat the game (beat Rayquaza). I think you've already did this.
2) You have to be at least Lv60 without Friend Bow and Lv30 with Friend Bow. And the maximum recruit rate for bothy of them is 24% as they have the base recruit rate of -10%.
3) It's size is 4, so don't bring a team have size larger than 2. I think you did this

Use the save point and then replay as many time as you want. Keep trying, try to move differently. Good luck
