Question for Pokemon Mystery Dungeon: Red Rescue Team

I read some where that with lv99 and 6iq stars that venusaur learns frenzy plant, charizard learns blast burn, blastoise learns hydro cannon and pikachu learns volt tackle. It also said that they learns these moves from a move tutor, like on fire red and leaf green. Does anyone know where this move tutor is?

They can only learn the move if they 1)reach the level they need 2)get IQ high enough. If you get the required amount of IQ when your level is higher or equal to the level you need to be to learn the move, then you have to go to Gulpin Link Shop, select the Pokemon and choose Remember to learn the desired move (this is what they call Move Tutor).
