You just keep doing missions. Duh.

Eventually you will have to do a mission for a wyanaut that is titled "Punish bad Mankey" after that you build your rescue team base by giving peeled chestnuts (usually around the 9th floor) when the base is completed keep doing missions and you will have to go to the bulletin board and there will be a mission there saying "Smeargle's desperate plea" or something like that. Do the job then you'll be able to recruit Smeargle. After that talk to Medicham outside of your rescue team base and he will say something about Lombre drowning. Go talk to Lombre and he will get mad and say he didn't drown that he was in the stormy sea and a wave hit him. After that go to Whiscash and get the HM Dive from him. After that you'll be able to go to stormy sea. You'll meet Kyogre on the 41st floor (if not 40th) You'll kill him then you'll have to talk to Lombre again then Shiftry. And that's as far as I got.
