Well, thats pretty hard to say. Its somewhat a random process. I chose an Eevee as my starter; I evolved mine into an Umbreon, which I believe is the best since he can learn dark moves and psychic(psychic via tm).

Well if you want to evolve fast then cheat..because no Pokemon evolve faster than the other. Eevee: tough decition to make. Here is a list of the best to the worst evolution it can have

You decide which of the five is the right one or decide by which if them you find apealing or cute.

In regards to leveling You can go to and look at the pokedex, it will tell you whether the Pokemon is normal, fast, slow or very fast or slow. You can judge how fast they level by how many points it takes to get to level 100. 600-800 is fast, 1 million is normal and higher is slow. Here are the absolute FASTEST Pokemon levling up wise:

Cradinos/Rampardos -600k to level 100
Shieldon/Bastiodon -600k to level 100
Finneon/Lumineon -600k to level 100
Anorith/Armaldo -600k to level 100
Huntail -600k to level 100
Zangoose -600k to level 100

In regards to the person talking about Umbreon for some reason:

Umbreon is one of the worst ones to pick if you ask me. If you want a tank then fine but Umbreon has really bad attack and special attack stats. It does have extremely high defense and special defense so it can take hits like nobody's business but it hardly does any damage, plus it's fairly slow. Espeon is a better choice if you ask me. She has almost unmatched Special Attack and Speed, meaning she can attack first and since her Special Attack is SO high it will usually kill if they're around her level. Espeon can have the move Bite which is the third strongest dark move any Pokemon can learn so I don't see how umbreon learning dark/psychic is it's advantage when espeon can do the same thing only better. Umbreon's psychic moves will be a joke that barely deal any damage. Umbreon using psychic probably couldn't even kill a low level Primape where as a low level espeon could wipe out a high level Machamp easily. Espeon using bite is a joke too but umbreon's attack isn't much higher (the STAB barely makes up for it).
