After you beat the game(have rayquaza blow up the star) and go through the credits...you get to continue on with special legendary missions and so on. Well, once the credits are over go to where whiscash is in the town, and you'll see that there's a hole in the slab of rock in the middle of the lake. Go into it and there's a rock that lets you evolve if your at the right levels and for some Pokemon, if you have the right items.

Only after you have beaten raquaza and he stopped the falling star then a place will open up right beside whiscash's pond go in there and it will let you evolve if you meen the qualifications
