You automatically get the Legendary Island friend area when one of the 3 legendary birds accepts to be your friend.

You cannot buy that Friend Area, so after you beat Rayquaza, you should go to Mt. Thunder, and beat Zapdos, until he ask to join you team, then you will have his Friend Area. Then get Articuno, and Moltres, then after a while, Alakazam will be somewhere else, instead of his normal place, talk to him, then once you talk to him, go to Legendary Island, all three of the Birds will give you an item to go to Silver Trench, and meet Lugia.

After you beat Raquaza, keep fighting Zapdos, Articuno, or Moltres, (Articuno is the easiest) if one of them asks to join your team, say yes, you automaticaly get Legendary Island.

You get Legendary Island when one of the three birds randomly joins your team.
