I had the same problem but all I did was get to him and beat him until I got him and it took me a while but it's all about luck.

All you can do is keep fighting him and eventually join you're team I had to fight him 3 times then he joined my team......

Make sure you are facing him and not the ghosts, and make sure you go alone! Many legendaries don't join because of body size! If you want the maximum chance to recruit him, you have to have friend bow, and lvl. 90 or up.

It has a very hard percentage which makes it harder to get it's % is around 30, 40, or 50
