How does Dragonair and Shelgon evovle? They are both level 38 and they wont evolve. Do I need a stone?

Ohh....................
Well, you see to evolve, both Shelgon and Dragonair have to be at least lvl. 55.
My shellgon evolved in lvl. 56 to Salemence.

My dragonair evolved at lvl 55 but my shellgon evolved at lvl 50..... Hope this doesnt help.....
