How do I get Wish Cave?

I don't have Wish Cave and I have already completed the game. I don't know how to get Wish Cave. Thank You.

ANSWERS

I think you can unlock it when you see ekans and medicham on Whiscash pond
Then they will talk about making wishes in a dungeon...
Then you will go to Whiscash pond everyday and still find them talking
About the dungeon that makes wishes come true...
Then they go to the dungeon..
And then ekans comes back but medicham doesn't
Then after you complete a rescue mission you will go to the
Pelipper post office then you will find ekans behind the other pokemon
You check the bulettin then you will see that medicham put up his
Own rescue mission then you have to go to the wish cave and rescue him
He is on the 20f of the wish cave..
You will only enter at lvl. 1

First talk to Medicham and Ecans by Whiscash pond. Do a mission. Come back and talk to them again. Do another mission. If you go back there, You only see Ecans. Talk to him. Do ANOTHER mission. This time go to the bullition board. You will find a special mission In wish cave. Hes in floor 20. (Note: You will enter at lvl 1 with the first 4 moves all of your teamates learned. Will will also have no money with you.) (Another note: You don't really have to do a mission. Just clear any dungeon.)

You have to recruit ho_oh before you can see medicham and ekens there
