ANSWERS

After beating Rayquaza, your partner will say something about needing help from other member. Then you can select the option Stand By from the Team > [Pokemon Name]. Use that to go alone to the hole just appear in the middle of Wishcash Pond. Then you can select the options to evolve.

You need to beat the game... Which is defeating Rayquaza in Sky Tower. Then a cave will appear where Whiscash usually is. You also need to let all team members stand by in their friend areas. Go in there alone and it will ask you if you will give an item for evolution. E.g. Fire stone for eevee, growlithe and etc. The rest that don't need just say no. And you will envolve.

You have to beat the game, and after the credits roll a dungeon will apear at the place where wishcash is and after that when you want to go to a dungeon your partner should explain the rest to you. And you have to be alone in order to go in the dungeon, where wishcash is. Well hope I helped.
