Feebas- Waterfall pondfloor 16-19
Silver trench- recruit articuno, zapdos and moltres
Waterfall pond- Just finish story mode no buy

1)you can find feebas at the waterfall pond dungeon(floors 16-19) which is recieved after defeating game and you also need a wondermail to unlock it, but even then it only has less than a 2.5% chance of appearing :P

2)first recruit all legendary birds then go see alakazam he will be in a different spot then usual he will say all this stuff then he asks you to check up on the birds. After that visit them and they will create the vortex gem then they will ask you to sea the god of sea (lugia) then you gain acces to the silver trench the 99 floor dungeon.

3)um I think met fan951753 has misunderstood your question the real answer is waterfall lake which also accomadates magicarp, gyrados and of course milotic.
