Go to fushia city and head east when you get to the building that takes you from fushia to route 15 (the one with the guard) go upstairs and talk to professor's oak assistant and he will give it to you. But you must first have 50 pokemons info on your pokedex.

One of oak gives you it for a crtain amount of data I think it's at fushia city
