Question for Mega Man Battle Network 6 Cybeast Falzar

I have two questions.
1.Where do I find the navicust program collect ?
2.Where do I find Bass for second and third time ?

1. Bugfrag trader in undernet 2(pink navi)
2. In the graveyard 2 & it's grave(needs secret chips and 200 standard chips)

You don't need the secret chips. You find BassSP in the Graveyard after you get all standard chips, and after you beat him, you find FBeast SP and Bass BX in Underground2 where you fought FBeast and Colonel. (Note: Bass BX is INSANELY HARD. Key chips: Rflectr3 * (put 4 of them) (S-rank a RarMttr2); BassAnly, SuprVulc, DblPoint.) If you want a more detailed strategy, look at some FAQs.
