Well after you talk to the hyper navi and he tells you about another navi; go find the navi talk to him then jack out then go to elec town.

Go to the fence by the subchip dealer then go up the stairs.

Then jack into the tv billboard then their will be a navi, go to him and you will battle him to get the data.
