Does any one know where to find the second black market dealer in Electopia? I've already found the one in Town 2 ,and the one in Yumland but can't find the other. SOMEONE PLEASE HELP!

The second black market dealer is in the lower part of town area 3.
You have to go to Castillo area and find the part that takes you to the lower area of town 3. The guy is under one of the paths.
