How do you get into the square in elec town ?

In the town there are only 3 areas. One is where you enter the town, the next one is where you find Jomens.

From there just go to the left until you can't go any more, then just go up and your there.

If you meant for one of the Shademan parts where you must Jack in to the tower, go to the first area, and open a fence door.

Climb up the stairs, go left, go up, then left and you're at the Jack in place.
